District seat

I am somewhat at lost here. What is the meaning of District seat? As far as I know and I am from Hulu Langat, the capital of Hulu Langat is the town of Kajang, whereas the town of Bandar Baru Bangi is merely an administrative centre. In fact there are still many federal agencies with headquarters in Kajang namely the police force, the education office, immigration and national regisration department (just to name a few). Most of the state agencies on the other hand have already moved to B. B. Bangi. The issue here is analogous to Kuala Lumpur still the capital of Malaysia, whereas Putrajaya as merely an administrative centre.
